Background and Aim: Specialization of the duties of state institutions has led to dispersion of preventive tasks. For this reason, it is necessary to consider the need for the integration and preventive participation of state institutions in the implementation of preventive measures. What governmental bodies, both judicial and non-judicial, can be used to prevent crime, and to what extent the functions of these state institutions are emphasized on crime prevention, and to apply a comprehensive approach to participating in this crime. What challenges do the state institutions have among the research questions?
Methodology: This research was arranged using descriptive analysis method using library resources. In this regard, information was gathered by referring to various sources, as well as reviewing the procedures of the actors' institutions in the field of crime prevention and various provisions of the information.
Results and conclusion: What emerged from this study is that the failure to realize the multi-institutional approach, coherence and inconsistency between institutions and government agencies on the one hand, as well as the lack of a comprehensive legal framework on the other hand, are important barriers to institutional prevention. In this regard, the management unit's view, by strengthening the possibility of monitoring and integrating the preventive initiatives of different institutions, will lead to a coherent approach, while coordinating preventive procedures.
