Background and Aim: Due to its unique characteristics, cyberspace provides a way for electronic communication between human minds without temporal and spatial constraints, and this mutual interaction results in the development of culture (and ethics as the main constituent of culture). The cyberspace has provided a good platform for ethical security and ethical guidance. The purpose of this study is to obtain a strategic document on ethical security in cyberspace and to present strategies for prevention of harm. Methodology: The study is an applied- developmental research and utilized an explanatory – exploratory mix method. The statistical population of the study included institutions and organizations such as the Secretariat of the Supreme Council for Cyberspace, the Secretariat of the Supreme Cultural Council of Iran, the Seminary, the National Defense University, the University of Tehran, and the Faculty of Science and Technology of Farabi. Questionnaire was used for data collection and hierarchical analysis and confirmatory factor analysis were used for data analysis. Results and Conclusion: Four strategic situations were obtained by analyzing strategic factors of ethical security in cyberspace and determining matrix of position evaluation and strategic action, and to evaluate strategies precisely and prioritize each action, the hierarchical analysis process was used. To determine the impact and role of each strategy on ethical security in cyberspace, the questionnaire strategies were distributed in the research community and after collecting data, factor loadings as well as their significance were examined. Strategies with low coefficient of determination were excluded from the model and finally 44 strategies were approved.
